(Look at how long the PS2 and Wii were successful in Japan, while PS3/360 did well in North America and Europe) What I'm saying is that I don't think having 'cutting-edge' graphics was a very high priority for Sega when making this game. It is much more common to have mid-range laptop and pre-built desktop systems. It is not nearly as common there to have a desktop PC with a high end GPU and CPU. Japan was hit very hard with the recession in the mid-2000's like a lot of the world, and have been very slow to recover. Keep in mind the game is marketed in Japan only right now. You're pretty much stuck with what you've got now. It's not the best looking game out there by far, but it's fairly polished. I personally don't think it looks too bad. Try using the AMD/nVidia control panel in increase texture quality and anti-aliasing.
